Currently, depending on the type of contract and the type of organisation, buyers and suppliers often need to understand more than one set of Regulations. In a bid to simplify this the UK Government, through the 'Transforming Public Procurement' Green Paper proposed to streamline the framework of the regulations and replace them with a single set of rules for all contract awards. This session looks at the key areas within the proposal that will significantly impact across procurement.

The 'Transforming Public Procurement' Green Paper proposed significant changes to the current procurement procedures, with a move from six to only three procedures in the future. Given that one procedure is reserved for urgency or crisis, this means that only two procedures will potentially be available to buyers undertaking procurement. This session considers the benefits and pitfalls of this proposal and will review the set up of the three new procedures.

The current limitations of Framework Agreements and Dynamic Purchasing Systems could soon change if the current proposals in the Government's Green Paper 'Transforming Public Procurement' are implemented. New providers will could be added to 'open' Frameworks and just about any thing could be sought through the proposed DPS+. This session looks at the proposals and considers the benefits and problems the changes could present.
