Tendering in Healthcare Zone Agenda

Please note agenda is subject to change.

10:20 - 10:40

In December 2020, the Government laid out proposals for radical reform to public procurement, from the alignment of the different contract regulations (Public, Utilities, Defence and Security and Concessions) to the removal of up to 350 current regulations.
Change is happening now and this session will provide a high level overview of both the current requirements and the future proposed amendments to the procurement regime.

The Green Paper on Procurement Reform details some significant changes to the current procurement procedures, the use of Framework Agreements and also of Dynamic Purchasing Systems.
This session will consider the implications of these changes, from the proposal to drop four of the current procedures and introduce one new and one modified procedure to the plan to introduce a new structure for Framework Agreements and greater flexibility in the use of Dynamic Purchasing Systems.

The Procurement Reform agenda proposes to provide bidders with far greater transparency than ever before.
From Procurement Pipelines to additional publishing requirements and from a centralised register of complaints to greater visibility of the buyers decisions throughout the procurement process, there will be greater access to information than before.
This session will look at the proposals and consider the benefits that bidders can achieve from harnessing the market intelligence that will be available to them.
